Attention, Glocester Residents...
The property tax levy for Glocester in fiscal 2023 is proposed to increase by 13.09% which does not mean that a resident’s or a business’ taxes will be increasing by that same percentage. In order to generate the proposed tax levy of $24,012,450, to fund the proposed fiscal 2023 budget of $32,163,755 the residential property tax rate is proposed to increase by 0.26 cents, or 1.4%, not 13.09%. Please refer to the table below for an example of proposed changes in a given residential tax bill.

The Town worked through the process prescribed by State Law, with State oversight, and received approval to exceed the 4% year-over-year cap on the tax levy. This approval was necessary because the fiscal 2023 budget does not include any Payment In Lieu Of Taxes (PILOT) revenue, given that the agreement expired on 12/31/2021. The Town is in the process of securing an affirmed valuation for the property previously covered by the PILOT agreement.

The revised fiscal 2023 budget for municipal expenses is level funded at the adopted fiscal 2022 budget amount. The revised fiscal 2023 does not include any transfer from the Town’s unrestricted fund balance to fund operational expenses. Voters did approve a transfer from the Town’s unrestricted fund balance in fiscal year 2023 to fund a portion of the proposed capital expenses in fiscal 2023.

The Town of Glocester Town Council will hold a Public Hearing on Tuesday, October 4th at 7:00 PM to consider the budget. Please check meeting posting 48 hours prior to the meeting at the Secretary of State Public meeting look up or on the Town’s Calendar to obtain specific meeting information.

at the Glocester Senior Center, 1210 Putnam Pike from 8:00 a.m. to 8:00 p.m.

You must be a Glocester registered voter to cast a vote at the Referendum.
(If you are a registered voter you do not need to register again.)

GLOCESTER RESIDENTS “NEW” VOTER REGISTRATION OR CHANGE OF ADDRESS/NAME
Final Day to Register for Eligibility to Vote in the General Election, to be held on November 8, 2022, is Sunday, October 9, 2022.
You may register at the Glocester Town Hall, 1145 Putnam Pike from 1:00pm to 4:00pm.
Prior to the cut-off, the Town Clerk’s Office is open Monday - Friday from 8:00am to 4:30pm for voter registration.

Due to the Fiscal 2023 budget being voted down on August 16, 2022 at the Town of Glocester Financial Town Referendum (FTR), the 2022 Tax Bills will not be mailed at this time. The town council will receive a revised budget at their September 1st meeting and set a date for a public hearing and a new FTR.  When we have an approved budget and levy the tax bills will be mailed and you will be given ample time to make the payments.

Tax bills were mailed July 21, 2021. Per RIGL 44-34-8, the appeal period for Motor Vehicles is 45 days from the date the bills were mailed (July 21, 2021 – September 4, 2021).

Per RIGL 44-5-26, the appeal period for Real Estate/Tangible is 90 days from the first due date (August 2, 2021 – October 31, 2021).

From RIGL 44-5-26, “WHEN AND WHERE APPLICATION MUST BE FILED. Your application must be filed with the local office of tax assessment within NINETY (90) days from the date the first tax payment is due. THESE DEADLINES CANNOT BE EXTENDED OR WAIVED BY THE ASSESSOR FOR ANY REASON. IF YOUR APPLICATION IS NOT FILED ON TIME, YOU LOSE ALL RIGHTS TO AN ABATEMENT AND THE ASSESSOR CANNOT BY LAW GRANT YOU ONE. AN APPLICATION IS FILED WHEN RECEIVED BY THE ASSESSOR'S OFFICE.”

If you intend to file an appeal, please plan accordingly. Applications will be available online and in office beginning August 2, 2021.


TOWN BREAKS GROUND ON HALF MILLION DOLLAR PROJECT

Following a 24-month development process, the Town of Glocester broke ground this week, February 23, on its $620,000 renovation of Glocester Memorial Park (GMP). Primarily funded by a $400,000 matching grant from the Rhode Island Department of Environment Management (DEM), Glocester Memorial Park is set to see its first major renovation since its initial development in 1997.

DEM's 2020 Outdoor Recreation Grant was available to all local municipalities to acquire, develop or renovate outdoor recreational areas. Applications were submitted December 2019 and 21 communities, including Glocester, were awarded funds, April 2020.

Glocester’s application featured improvements to the park that appeal to various age groups. Key upgrades and developments include the relocation and installation of a new playground for ages ranging from preschool to adolescence, as well as the construction of an all-ages fitness obstacle course.

On the opposite end of the age spectrum, a new bocce ball area will be created near the senior center. This oasis for the elderly will feature a bocce ball court, benches, picnic tables and several sail shades.

The basketball courts will also see an upgrade. In addition to a new playing surface, the current four-hoop configuration will increase to a six-basket layout. The improved basketball playing area will remain located next to the recently renovated tennis and pickleball courts.

Due to the growing amount of trash and litter on our town roads and in our ponds and streams, all trash being hauled in open truck beds or trailers must be secured (R.I.G.L. 31-25-10). Many of our residents have voiced a concern to the Town Council regarding the trash/litter problem in Glocester. The Council believes that asking residents to secure their trash when hauling to the transfer station will help eliminate the amount of trash on the roads and in our ponds.

Please do your part to KEEP GLOCESTER CLEAN AND GREEN. Help us clean up our roadways and ponds by doing your part and be sure your trash is secure.

Thank you to all residents who actively pick up litter on our roads and properties. Let’s all work together and continue to KEEP GLOCESTER CLEAN AND GREEN.
